The critical character of Rupel's texts and public addresses was intensifying, until he eventually became a dissident and finally an opposition politician. In the 80s he was, together with other writers and intellectuals the initiator and editor of the "alternative" magazine Nova revija which in published the "Slovene National Programme". This served in as a basis for the May Declaration which was massively signed by the Slovenes. Political provocation escalated to a direct confrontation with the communist power structure.

At a crucial moment, together with his colleagues Rupel established and headed the Slovene Democratic Alliance which, prior to elections in , united with other anti-communist parties to form DEMOS Democratic Opposition of Slovenia. Its goal was to transform Slovenia into a democratic state; however, due to the situation in Yugoslavia and the authoritarian government of Milosevia, this proved impossible to achieve without Slovenia's independence.

DEMOS won in the elections and Rupel became the first Minister of Foreign Affairs of the independent Slovenia in the first democratic Slovene Government. Dimitrij Rupel with other Slovene intellectuals in the s, initiated Rjpel edited the alternative and dissident journal Nova Revijawhich later became the platform for democratic reform in the Socialist Republic of Slovenia. Inhe was among the authors of the Contributions to the Slovenian National Programan intellectual manifesto that demanded a democratic, pluralistic and sovereign Slovenian state. The publication of the manifesto by the journal Nova revijaedited by Rupel, caused a huge scandal in Yugoslavia, and Rupel was forced to step down as editor.

After the victory of the anti-Communist DEMOS coalition in the first free elections in Slovenia inRupel was appointed as State Secretary for International Cooperation in Ripel cabinet of Lojze Peterlethus becoming de facto the first foreign minister of the Republic of Sloveniawhich was then seeking independence from Yugoslavia.

During his term in office, Slovenia declared its independence and gained international recognition. The same year, he was elected its RRupel. In the elections ofthe new party suffered a defeat, but Rupel managed to be elected a representative in the National Assembly of Slovenia.
